The UK Film Council have endeavoured to deliver just this (2k resolution) with its Digital Cinema Network for upcoming film-makers to get their material distributed where they may not have been able to do so before.
 
The contrast in the quality vs.technical (and financial) infrastructure between the two solutions makes for an interesting comparison!
