[Tig] bulbs for the home

I just went thru a remodel in Los Angeles and was told by inspectors  
that more than 50% of all lighting in a new or remodel bathroom or  
kitchen must be fluorescent. And they no longer will approve the  
screw in type bulbs because people tend to take them out after  
inspection... the fixture must be only capable of using fluorescent

Where do LEDs fall?  Seems like white LEDs would be the next step,  
are they low power as fluorescent or even lower?
